I believe because it's a personal foul penalty, but it definitely happened after the whistle.
I still don't understand how this could possibly be the correct interpretation (which was given by the ref in the pool report). Facemask penalties are practically never intentional and therefore always the result of making a live ball football play. Using the logic they're presenting here, we could have just as easily seen a flag thrown for late hit out of bounds on that play which is nonsensical given the ball was never in bounds since there was no play.
