Arteta inherited a team that finished 5th the season before, was 8th when Emery was binned, ended in 8th, then finished 8th again the next season. The changes you've said took several years and several hundred million pounds in transfers to happen, you've written off Ange after one.
And Spurs were certainly rosy after Conte got sacked and they lost their best player.
