Not to be a nit (okay, fine, to be a nit), it's the Social Security part of the payroll tax that has the cap, not the Medicare part. You pay the Medicare portion on all payroll income, plus there are a couple additional Medicare taxes that hit high-income folks.

Right.
And no, you read that graph correctly. Neither Social Security nor Medicare is fully funded, i.e. there isn't enough money projected to come in to pay for all of the projected outgo in the future. Lots of reasons for that.
But when things are that underfunded it's a pretty good sign that there are going to be higher taxes, benefit cuts or both in our future.
