Yes fold pre

Here is an HRC sim for BT vs CO 2.2x RFI at lower rake:


For the IP nodes you can 3B roughly about the top ~50% of someone's RFI range as a 3B or fold strategy. So, for example, most players will open a linear range of around 25-30% from the CO and a reasonable 3B range from BT vs CO is around 12.5-15.0% with the above approximation which ends up being about right.
