First time The govt been doing this crap my entire lifetime regardless of administration. Of course people don't care until it affects them, thousands of years of history have taught us that lesson. All the trampling on rights gets ignored by democrats when it's a Democrat doing the trampling, and same for Republicans. They only care when the other team is doing it. Completely

No, because 90% of $200k is still more than $100k.
But if you have $100k in winning and $100k in losses, you could only deduct 90% of the loss, and still owe tax on the additional $10k.

there is no distinction... the only distinction you should be concerned with is do you itemize, for purposes of deductions, your gambling losses.

as someone who gambles and has gains, but uses losses to offset those gains, if I dont have the ability to reduce my losses from 99.9% down to 90% and survive, one has little purpose in gambling.

this is a complete 'the sky is falling' non sequitur.
