In areas without full casino gaming where card rooms are legal, running poker games early and stealing games from other card rooms is worth millions of dollars. It’s worth it to casino to pay to poach games and vip players. In places with full casino gaming poker is an afterthought and even considered a drag on revenue so they are never going to pay to get more gamblers to play poker. They’d rather you stay in the pits.
