French nationalism has always been anti-american, they are jumping at the option of using the roman salute not to be there because french nationalists hate america, that's why they even left NATO for a long while.

You can theoretically sue the US president, or even bring criminal charges against him, but in practice you can't, because nothing will ever happen in case it interferes with the performance of his duties. Even if it goes to impeachment in the Senate after a vote in the House, the president's party usually controls the Senate due to the electoral cycle and again nothing will happen. This is by design. The US was conceived and established as a 'democracy' only in the ancient Athenian sense of a slave-owning oligarchy, and the president is above the law. As events in 1649 showed, the King of England isn't. But the US president very much is.
