It purportedly was a video of Nepalese government officials being flown away on a ladder hanging from a helicopter. I would not be at all surprised if the video was fake (or the description of what the video was showing was made up).
It was indeed some people being flown away by a helecopter while hanging on to a ladder in a place that distinctly looked like India (Nepal) but I do admit that I did zero confirmation
