So you think Stalin's body count is higher or you dismiss the idea that body count is the way to accurately measure how bad a regime is?
"Body count" is a meaningless measure without context, such as time frame and reasons for the bodies.
Are you going to compare a soldier in active combat to a serial killer by body count? The point is so puerile as not to be worth addressing.
By the measure innocent people per unit time murdered for potical reasons, worked to death as slaves, imprisoned in abject conditions, starved to death, or otherwise genocided, Stalin doesn't have much competition. Just Hitler, Pol Pot, Mao, and the North Koreans, really.

Yeah but afaik there's no actual proof he said this and if he did he's thought to be quoting a German writer's 1932 essay

There's no proof that Stalin ever said this, but even if he did, he would likely have been quoting a 1932 essay on French humor by the German journalist, satirist, and pacifist Kurt Tucholsky.
Much like Rousseau did with his "great princess," Tucholsky quotes a fictional diplomat from the French Ministry of Foreign affairs, speaking on the horrors of war.
