Obama killed a few thousand people in drone strikes authorized by the UAMF and regular NDAA's from Congress.
Reagan killed 10x-100x as many people, and he eventually had to sell weapons to Iran to keep paying for it because Congress was trying to stop him.
It's really not much of a contest.

Republicans refuse to extend healthcare subsidies despite assurances to take up the issue in ending the shutdown; millions of people will lose health coverage.
Republicans' open attempts to disenfranchise voters are rejected by the voters' representatives. GOP brain trust then threatens to end federal support services for the state as a consequence.
and
Democrats refuse to advance impeachment inquiries despite repeated judicial opinions appalled at the administration's callous disregard for rule of law.

if I understand it, a big part of the argument against taxing mega wealthy individuals, and also corporations... is that they will move to another country where they are taxed less.
what if every govt agreed to charge a tax on the mega wealthy? and that money goes into a global pool. could be spent on things like climate change, disaster relief, pandemics
also every govt could agree on more stuff, like if you blow up a hospital, you go to prison. it doesn't matter if it was a mistake, or if "terrorists" were hiding there. same with if you blow up "terrorist drug boats" with no oversight.
if you give the order, if you follow the order, you go to prison.
