Is frog even a valid clue, given that it's a word on the board?

I'd go Hand, Jumper, River, with Hawk as backup.

I kinda don't understand an unlimited clue here, though. There's no word left on our list for us to ignore, except Hand, and if he wanted us to guess it there's a two clue or skip it then it's a 3. So if you can make sense of that in some way that guides our choice, that'd be cool

Then for the clue after thinking some more I think it's (by a wide margin)

Jumper(ldo) and Hawk(only other animal up there)

He wanted to clue an animal(to get hawk) and something that is known for jumping = frog
