VPIP and PFR
Beginner here. Looking at some of the preflop charts online, I see that there is quite a calling range from the SB position and when facing RFI. But, its recommended that the percentage difference between VPIP and PFR should be no more than 3-5%. But, using these charts in any given game puts me at a percentage difference of more than 5%. And, the only way I stay within 5% in any given game is if I raise as first to act; rarely ever calling.
Is it just a problem of sample sizing? Over a large sample using said preflop charts, would it put me at the recommended VPIP/PFR percentage difference?
Here is the preflop chart I have been looking at: https://poker-coaching.s3.amazonaws.com/...

Vpip between 21-28 is fairly standard
PFR between 17-23 is fairly standard as well.
8 is about the largest gap you can have until people start looking at you as a fish.
Calling from the SB is going to drive the gap up. Most regular players starting out I think adopt a 3bet or fold strategy from SB and this may help you keep your values closer together. Also helps to play 3bet or fold from MP-CO and only utilize calling ranges on the Button and Big Blind. Only open raise, never open limp
I wouldn’t worry where your numbers are, I’d focus on memorizing those charts and the values will naturally align over time as you improve.

I would recommend not having a SB flatting strategy... Really only makes sense vs. small opens, vs. early position RFI, and/or very low rake games.
What games are you playing OP?

I was using a 3-bet/fold strat from the SB (from every position actually) until I stumbled upon the preflop chart which made me reconsider how I should play preflop. I play mostly 10NL 9max, sometimes 25NL.

There is more flatting pre in 9-max compared to 6-max and the fields/players are usually weaker also.
The above charts that you listed aren't solved charts, though. You should be keeping that in mind.

I have been watching the Run It Once videos (the essential level ones) on pre-flop but they seem a bit outdated (from 5 years ago). Where could I find these solved charts for 9-max or 6-max? Does GTOWizard offer them?
How about these? https://carrotcorner.com/product-categor...

Yes, use GTOWizard or GTOBase
Do NOT pay for preflop ranges.
