Looks like a good bluff catch opportunity, but the pot odds are not good and the line is generally underbluffed.
I'm folding by default.
JT makes the most sense. Otherwise they have to be tricky checking back a set, or maybe they check back J7.
I would think most of the sets and 98 bet flop. The fact that they check back flop makes me want to call this bc i dont expect the value hands to check back flop here but i dont know. I see some compelling reasons to call here.
I probably wuss out in game and fold though. Depends on how tricky this player is. Most players dont check back the value hands on flop that would take this line in my opinion.

He only reps 89 this is too much for set. Most regs are not willing to just throw stack after they check esp on card that is good for you.
Some do that. The type who doesn't think about their own range, some kind of bad aggro reg. You can spot this type if you pay attention. Maybe they are more common in anonymous pool idk.

So you are saying you wouldn't play 98 this way if you were Button? You probably want multiple river sizing's here.
