If hes a fish maybe, but i dont expect a reg to call 44 and 22 oop to such a 4x 3bet, but i guess its possible.
So in a solver, 22 is a more of a call than 66-88 when you compare preflop EV's (because of blocker effects). Just something to think about that's pretty cool, most villain's probably aren't aware of this though.
I actually don't know the correct answer here but don't you think Villain's bluffing frequencies will be drastically reduced if he misses OTR? Especially if he blocks my folding range?

Does it make sense to call it oop though vs a 4x 3bet even if solver says? I dont think it makes sense to call those low pairs bc we arent going to always get paid if we hit the set, population usually isnt 3betting as wide as the solver, and we cant play perfectly oop w the low pair like the solver can. I would think its a money torch to play those hands in this situation.

I think it's because you want your opponent to have the weakest hands in his 3betting range so suited connectors like 87s/76s etc.
If what you are saying is true, there should be almost no difference in EV between 22 and 33 since they are both opened at very similar frequencies. Except 33 blocks A3s so it has lower EV.
I'd expect bluffs to jam instead of use an awkward size on a board that doesn't have so many draws.
