I would think more than half the songs out there are love songs in some way. I'll answer if you really want to ask it, but I am not sure how helpful it will be when you still have a 7 year period of 1000s of songs that you need to get to a smaller range/number.

Maybe ask if the band had a number 1 hit with another song? If no then give up.
Or ask about number of band members at the time of the song in question and hope it's six or more.
Or about the number of letters in the band name.
What do we know so far...
They're American. Presumably this means that either all of the members are American or it means the band was formed in the USA.
The lead singer/singers are all female. Could it be an all-girl/mostly-girl band? Could it be a band with a female lead singer? Could it be a song with no lyrics whatsoever?
The band isn't in the HOF and the song wasn't in the Top 40. Did the band have any hit songs? It's difficult to believe that AK would have chosen an unknown song by an unknown band. That's outside the spirit of this game.
There's a gulf between "song didn't make the top 40" and "complete unknown" though.
I was going to throw out "I Want Candy" by Bow Wow Wow as an idea. Turns out they are British. It checks every other box though.
Might actually be worth using those 3 questions to get the exact year.

Seems like it would be a particular song that wasn't really a "hit" but is still well known for some reason. My first thought was of some song that would be later played a lot on classic rock radio even though it was never released as a single, for example like lots of Led Zeppelin songs. But the year has been narrowed down to later than most of those songs, and most of those had male singers. Could be something known for use in movies or commercials? I don't think any of the bands people mentioned above have songs that are fairly well known but weren't a top 40 single.
I'm leaning towards an instrumental song with no lyrics. Makes more sense than a song that didn't make it to the Top 40 by a band with a female lead singer that's not in the HOF.
I have listened to a lot of the popular music from those years. Right now the first song I can think of that would meet the criteria so far would be "Hanging On The Telephone" by Blondie. I think it is familiar to many people who aren't even particularly big fans of Blondie, as it was the lead off track on their first album that sold really well. It was released as a single but didn't actually chart on the US Billboard chart, though it reached number 5 in the UK.
Dammit, I forgot Blondie is in the RnR Hall of Fame.
