What do you respond to if you don't know who is responsible? Anything from rightwing Russian extremists who want to escalate with the west to the CIA to anything in between, including groups that have nothing to do with the russian-ukraine war, could be responsible for now.
Putin will blame whoever he feels will help him the most and will divert attention away from this:
ISIS claiming responsibility.

ISIS is an actor who hasn't been called on stage for a while.
If ISIS claims responsibility, we shouldn't believe it but even if we want to believe it, there is no reason to think this has anything to do with "the west" nor with Putin self-sabotaging himself.
If you want to give credit to ISIS, the most probable explanation about that is they felt out of the loop in recent years and they wanted to be talked about again, after both the west, and Russia, crushed it to nothingness

But we should be aware of the complex calculus behind this kind of stuff. ISIS is a dead entity which has fallen into irrelevancy lately.
They might have mustered the strength to accomplish this complex terrorist act, yes. But they also might just try to take credit for it to get their name back into the "news cycle".
