As played I guess you just call in this spot. If villain hit a flush on the flop I'd expect them to bet bigger on the turn. When hero takes a line this passive I think V's PSB otr are weighted a bit more toward bluffs. Maybe any hand that floated with a heart. Also, some decent percentage of V's value bet range here is KJ or KQ which you block
Also your 3bet sizing from SB is too small imo

yea i called...seeing as this is now the second time ive heard of this, id love to know more about different 3bet sizings depending on position

It has a lot of different reasons why you should bet bigger. It's easy to spend some studie and research at this part of play.
