The refs have consistently avoided calling anything they possibly can in the series.
Oilers powerplays so far:
1) too many men, cannot be overlooked
2) Hooking call
3) Over the glass penalty, cannot be overlooked and was immediately offset with an Oiler penalty within 20 seconds
4) Interference
So the Oilers have earned two powerplays in two games?
Obvious the refs have decided that if they call the games normally and each team has 3-4 powerplays, the Oilers will just win easily, and have decided to put the whistles away. Vancouver can't get it both ways - let all of the Canuck holding, grabbing, slashing, and interference go, but call everything on the Oilers.
