How many raises are allowed in Limit games?
In No Limit or Pot Limit games, players can raise any time they want as long as they have enough chips. Is it the same with Limit games? Or is there a ceiling that prevents players from raising beyond a fixed amount of times for each betting round?

Usually there is a cap - usually a bet and 3 raises per round. A lot of places this limit is eliminated if it is heads up.
To expand just a bit: the cap is lifted when heads up ONLY when the betting round starts heads up. That is, if there are three players going to the turn, player A bets, player B raises, and player C folds, the betting is still capped at three raised on the turn, even though it is heads up after player C folded. Player A can raise, player B could reraise, but that would cap the action.
Of course, in the situation above the river would be uncapped (assuming neither player folded on the turn). Also, in most limit games bets must be made in the proper increments. The players cannot just agree to go all in. For example in a 5/10 limit game, with both players on the river having 100 behind, they cannot just bet 100. Player A must bet 10, player B raise to 20, player A to 30, and so on.
Action offered, action accepted.
It varies by state. 4 bets is a cap in California, 5 in Nevada, I think 5 in Colorado, don't remember other states.
