Taxation for NON US citizens in California.

Hello , everyone.
I'm not quite sure , if I'm writing in the proper section but I think it's the one that fits my question the most. Hopefully somebody would give me a hand.

Few days ago I've won a LAPC side event in Commerce Casino , LA , CA for 170k and have been withheld a tax of 7% of my winnings. There is a tax agreement between Bulgaria and USA so non of the citizens should pay taxes from gambling winnings in the relevant country. I've been playing in Las Vegas for 5 WSOPs and never been withheld any kind of taxation because of this agreement.
I was wondering , if somebody can recommend me an accountant or a lawyer , which is aware with this kind of tricky international spots. Maybe anybody have an idea , which Municipality I should contact or how I can request my tax refund.
Any kind of information would be helpful. I believe other Non USA citizens my have had the same issues or will have.

I recently cashed in a tourney in CA and they took this bs 7% out. Is there any way to recover it or is it just a gift to the citizens of CA? Any help is appreciated.


From the feds:

Many of the individual states of the United States tax the income of their residents. Some states honor the provisions of U.S. tax treaties and some states do not. Therefore, you should consult the tax authorities of the state in which you live to find out if that state taxes the income of individuals and, if so, whether the tax applies to any of your income, or whether your income tax treaty applies in the state in which you live.
