Downbets are overbluffed at 2-5 or smaller stakes. If you have a propensity to find a fold, betting 1/4 to 1/3 accomplishes the same without making a big mistake.

Makes the BBs play more interesting, I meant. Less likely he has the flush. So what about us makes him think he can bluff us? Just makes the overall hand more interesting.

It's more likely he has a flush because most people are willing to bluff with the NFD but nothing else, so if he jams then he's basically unconcerned with us having a flush.
