Where's the huge failure by SS or LE? Should local LE have opened fire with their sidearms? It seems like they could be at fault more than SS because the guy saw the kid and ran.
I think the huge failure is that he got off some shots and killed someone. Every other failure is rather small and only had a cumululative effect when faced with a guy that wants to shot another human. The decision to hold a rally in Butler PA clearly overwhelmed the available local resources.
I don't understand what the conspiracy here is. From everything I've read, this kid was acting weird and on law enforcement's radar because he acted weird. He later climbed up on a roof and was spotted by a cop who had to back down because of the high ground advantage. Kid knows he only has a couple minutes to live and shoots, then is killed.They were aware of him and shot him

I'd be highly concerned if my kid got shot in the ear especially if he was incredibly lucky to have turned his head at the exact right time.

The only positive that has come from this assassination attempt is that the SS will be getting a major overhaul. My kid now has a 30% greater chance to get a job with the SS now if that's what he chooses to do.
