Would bet. Even vs wider sb range tough to get continues on this flop as well as tough to face x/r. We can barrel a number of turns as well. Unblocking KK/QQ is nice here also.

Is the 9 a spade or not? If not, then many hands calling from the SB, containing the 9s are pretty strong on this board. I think checking back is fine especially in that case.

If this is a live PLO game, I don't think you can even assign a range to a 'loose and sticky' player calling one raise in the SB in a 5-handed PLO game. In my experience in scenarios like this, his range can be close to 100% of hands other than complete garbage like trips or worse. Online would be a little different of course.

In general one would assume that if villain were ~80% vpip then op would have labelled him as 'super loose' or similar. 'Loose' in a live context probably means around 50-60% vpip imo (fr). These guys do find a bunch of folds with garbage and some of them are even aware of the concept of position and will pitch even more, though if they're tilting, all bets are off, and these guys often have very bad tilt control and lots of reasons to tilt.
