Update on this story. Shawn Ryan has retracted his claim and apologized for spreading misinformation. I appreciate what he said at the end as well, as an avid consumer of Alternative Media. Hopefully we can count on him fact checking his sources more going forward.

There is nothing that will require recipients to be black, just like Trump's rural farm welfare didn't require you to be white. It's not any different than that. You can legally get with lenders, provide the aid in certain areas and you know it will be mostly to black or white recepients based on that.
