1. I mean, it's like 0.000 to the nearest significant figure. It's not zero, but it's not huge

It's low, but but I don't think it is as close to zero as you suggest. The odds of him ever spending a day behind bars are probably very, very close to zero.
He is more reckless and more willing to operate in grey areas than most prominent people are, as evidenced by this latest petition stunt.

I know someone who has a small NGO and it seems pretty good. A bunch of rich people pay $200 to go to a party and the money is used to help poor kids.
However, I learned a bit about how badly NGOs can be abused. It's pretty crazy. Of course, people set them up for flaky niche issues. You can live in a house owned by your NGO. There are functions for NGO people held in expensive tourist destinations like Hawaii, with NGOs covering all expenses.
Of course, if an individual wants to donate to a bad NGO, that's partly their problem. But they get grants from the government and major foundations.
I have looked for articles on corruption in NGOs and I find stories about the big ones, but not much about this phenomenon.
Does anyone know much about it, or have any good links?
