Well partly it's the receiver getting concussed, but also in my view "did" launch, "did" shift head down, and "did" specifically attack the head of a "defenseless" player. I see players tilt their helmet away from a direct head impact all the time, it's how they're coached now.
Also, I don't have a copy of the rulebook handy.
