Best place to live and play (live) outside US

Any places you've visited, you've seen, or you've heard of??? Pls share, thx.

Thinking about moving, here are my criteria (no order/prio, just a list):

1. City with some cultural life (no small town)
2. Live Poker scene (need to make money obv.), not an online player anymore
3. Nice area, either beach, mountains, or both, with good (warmer) weather
4. english preferred, but not necessary (if it's great, i'll learn the language)

PS:
US has it all obv., but can't go there bc of immigration system, don't have greencard or anything.
