ATo on the Button with 20 BB Facing 3 Limpers
Weekly 25 dollar tournament in a veterans club. Seven players at the final table (25 were in the tournament). No reads on V. Among the ten players I know or watched tonight, all are terrible, limping with hands like 8To. After the first hour, there were 25 rebuys. Some players spaz at this hour because it's a 25 dollar tournament, and they have to go to work the next day. Others just want an excuse to stay out late. I normally play cash 150 BB deep where I can punish the limpers. I wondered whether I could do that here.
V in the big blind has 17 BB. Other Vs in hand have 15 – 35 BB.
Hero has 20 BB on the button.
Three limps to the hero with ATo. Hero raises to 7 on the BTN. SB folds. Big blind raises all-in. Folds to hero. Hero?

Are there antes? How many people get paid?
It's probably not a good spot, but you got yourself at a point where you're getting at minimum 2.7:1, so I don't see how you can fold. You're getting the right price against AKo-- 3:1 is the right price against AKs.
No antes. Top three get paid.
I thought maybe better raise to 5 BB. Then hero can fold to a 3bet.
If you are going to raise to 7 bb's pre flop after 3 limpers then you should just jam. It is > 33% effective stack and is going to commit you to a raise (jam) anyway.
My sizing with 3 limpers and a short stack would be about 5 bb's (which is what you conclude later) which would only be about 25% effective stack. However if BB jams with less then once again you put yourself in an almost have to call spot.
I would probably just limp behind OTB. We have post flop position. If somebody raises/jams behind us we can get out cheap. I would raise preflop in the CO, HJ, or LJ because we may be buying the BTN. And if I raised I would be very tempted to jam. We block AA (which the first limper could have).
As played I would call expecting to be behind hands like AK/AQ/JJ+ but who knows? BB could be jamming with a small PP.
Honestly with these stacks and this type of competition, I think an argument could be made for either limping along pre or just folding. These are the kinds of guys that will limp with hands like AJ-AK and JJ/QQ.
I know it sounds crazy but we're talking about as far from GTO as you can get in this game.
If you make this type of raise you're pretty much committing yourself with 20 BB's. Generally speaking though, if you're at a table full of bad players you don't have to get this fancy. You can play hands and beat them with skill.
