Shall I call a river raise against a tight player?

Shall I call a river raise against a tight player?

1/3, Friday Night. Effective stack 500.
Villain is one of the two players at the table who does not straddle. Villain is female in her 30s, vpips low, we have not played against her enough to know how aggressive she is.
V opened from UTG to 12.
All folded until hero saw red 99 from SB.
Hero flat.

Flop (27) 7 82
x, x.

Turn (27) T
Hero led for 17, villain called.

River (61) J
Hero bet 22.
Villain tanked for 5 seconds and raised to 85.
Hero?

Does V have a limping range? I think I would basically always 3b pre, but I understand flatting if A.) V is extremely tight and splits her range; and/or B.) there is a massive fish in the BB.

Flop and turn seem OK/standard, although I think this is probably a flop where you get to do some leading?

I think river is a call when you bet small, as you are giving your opponent permission to try bluffing with an Ah-type hand. She can also conceivably be raising 9x or worse for value (e.g. JJ, TT, maaaybe JTs) when you take this size. If you are unsure, you can always choose to call with a heart and fold without one, making this combo a call.

Thanks for the first response.

It was early in the session so we did not have enough samples to know how strong is V's UTG open, but at this table in general no one limps, with me and the villain being probably the tightest two players.

Your reasoning on the river makes sense, my questions mainly is that with this particular player profile can / shall we make an exploitative fold? Given the one-liner otr, villain can easily fold a missed draw instead of raising.

You have a bluff catcher. The bet sizing and and line you took looks a bit bluffy/thin valuish, so her bluffing tendencies might go up.
But I probably look her up to see how she plays.
She either has a bluff or a flush. If she does have a flush here, just take note of it. Take note of her bluff as well, backdoor flushdraw? A high? Turning made hands into bluff?
If she somehow has a 9, take note of that as well, it means she'll go for thin value on some spots.

If we have potted it, then she goes for a huge raise, then we can find a easy fold.
