If you had a bank willing to look the other way, it was trivial to secure PPP funds and I can absolutely see scammers using any and all legitimate SSNs available to them to extract the maximum.
I processed all of the PPP documentation for our company and we did stay within the spirit of the program, including two new hires during COVID, but it was a little unnerving how easy it was to obtain and then get forgiven.
I could've cooked the books a bit and also qualified for more money with no realistic shot at getting caught. I did not, but I'm much more risk-averse than career criminals.
I would happily find and help prosecute PPP fraudsters in my free time for no compensation.
I don't know anyone personally who intentionally cheated it, but if there's a government database that can somehow cross reference the identities tied to PPP loans and new recreational vehicle registrations, I'd start there.
