When the turn goes CC is this a fine river call or not?

Sometimes call. Sometimes fold. Is he doing this <88 or AQ?
I can see both sides but I lean fold. Reason being OOP has so many thin value bets otr that might play this kind of middling b50 river line. It does not feel bluffy to me while i accept some aggro players would and vs those this is obviously a snap call.
But it's a weird runout. I'm no runout expert but effectively the game tree shrank dramatically. It may as well be only one card for the entire board. A.K.A our bluffcatchers are ****ed. A.K.A. abandon ship with our mixed combos.
Also let's not forget BB squeezed which is usually tighter than a 3bet, so gets added concentration of A/Kx. QQ can call here. JJ maybe. TT dunno. etc
Prob a Fold OTR, but I think its a fold preflop esp because of BTN short stack
