This feels like a chop pretty often? not sure how often he checks back the nuts on this board, but we have 0 redraws except for the 74 gutty which isn't all that much especially if he has 64 already.

The gutty's worth nothing if he's got 468, but I don't think 46 checks back the flop all that often, not unless it's with the nfd, which you block. 46 wants to bet a lot because A4 isn't folding yet and neither are flush draws, and it's a low flop, which incentivises stabs ip, i.e. this flop hits buttons range harder than yours.

Is this hand even pushing equity pre vs a reasonable calling range? The equity realization is so horrible with this hand. In a live game I will limp this utg, in a tough online table I just fold.
Maybe that’s why I can’t get my vpip over 20.
