44 pre VS mid pos open
$1.08. Average stack is 25 bb. 100 out of 1000 left so in the money. MP with 25bb opens. Im on the BTN with 20bb and 44. Both blinds have me covered too. Whatβs my jamming range here? Min raiser unknown

Exact range is tough to know here, but I think 44 aren't in it. ChipEV I think it's about 77-TT, AJo+, and some suited broadways mostly, 44 mainly call.
ICM probably doesn't matter very much yet, but as you get closer to the money both calling and jamming ranges should probably should get a little bit tighter.

Depending on positions and stage of the tournament it's either jam or fold. Here, I'd generally err on the side of fold, but if the open is a little later in position you can consider jamming.
I wouldn't flat 10% of my stack this late in the tournament with a hand I'm going to be totally lost with postflop unless I flop a set.
Preflop is a fold. Flat call is bad.
In general, flatting lower pairs 20bb deep on the button is still perfectly fine as long as there's no smaller stacks behind. Solvers will flat this (at some frequency) all the way down to 10bb. Yeah, they're not easy to play postflop, but if you only pick easy / clearly +EV spots you'll end up overfolding and underbluffing in this game.
That said, calling this probably only offers a smidge of EV, and there are some ICM implications here, so in this context folding also seems right to me.
I ran preflop on Octopi at 20BB ICM25 and 44 BN mostly a fold vs "MP" (more precise position would help). It's mostly a jam vs. a HJ open, but mostly a fold vs LJ and CO.
At ICM50 we jam a lot more often vs. later-position opens.
Not sure offhand if already being in the money would have ICM10 playing closer to ICM25 or ICM50. Although instinctively I think the former because even though you're not approaching the money bubble, staying in to have a chance at a big prize has a lot of value. And generally, the deeper I am in the tournament the less often I'm playing small pairs except in very specific spots.
For me how wide the person raising has been is the key factor as to whether or not I 3-bet jam small PP's with 20 bb's. Similarly it matters as to how I look in terms of my 3-betting. If I have been forced to show a SC or A5s or a smallish PP then I would just fold. I doubt I would ever call even though we are on the BTN.
Things change when I have more than 30 bb's because set mining can be a profitable thing. But if I am thinking about calling the key factor will be how much the SB and BB have been 3-bet squeezing. I tend to call with extremely marginal hands when the SB and BB are ultra tight in their 3-bets. Especially if they are loose with their calls.
