Are we bluffing turn or river?

V is fishy sometimes but very nitty at other times. So I have mixed reads on him. But his bets/raises are super strong. He will donk pot when hitting monsters on flop/turn/river.
V has caught me bluffing river like 2 weeks ago.
Hero usually is very tight, rarely open a hand.

just give up on flop, we have no real equity vs 2 people....if you're gonna make the mistake of barreling later streets on basically the worst run out w/ 0 blockers then you're flop cbet is becoming an even bigger mistake. if i was gonna cbet hu i would just go 1/3 pot with my whole betting range

Not sure what you mean by this. In general when thinking of cbetting you want to have either equity or blockers to increasing fe and have future blockers to potentially continue aggression later. Sometimes you can cbet range but that is pretty uncommon in single raised pots. At least from theory point of view. More common in hu 3bet pots on high card flops.
In this hand you have air with very little hope to improve so check EV is pretty low. But you also don't block anything at all and you have two opponents to get through. So easy check and see if turn give you some hope.
As played on river you don't block flushes or boats. Straight you should not be value betting ever.
Flop cbet is very bad.
As played on the river, you have the 3rd nut low. You're getting called tooo much on the river
