I've never heard anyone even imply that all homeless, or even the majority are black.
In Portland probably 90% of the homeless are white.
This is ridiculous. Choosing someone to run in an election with you is nothing like selecting people for positions in your administration.
The first requires that you select someone you think is likely to help you win the election, not just to go a good job in a particular role.
