66 in cutoff
$50 live tournament. Blinds are 800 and 1600. Folds to hero in the cutoff with 66. I raise to 4800. About 27K behind. Dealer calls. SB and BB fold. Flop is A45 rainbow. I continuation bet 4800. Villain tanks for a bit and says something like "I'll peel one more off" and calls. I think he was genuinely indecisive and put him on Ax with x being low, an inside straight draw, or a pocket pair. Turn is another 4. Next move?

I would of just min raised pre, check/call the flop and check fold the turn
Raise smaller pre, bet smaller on the flop, check turn, seems right to me.
That would be standard. Hero's sizings are old school, but smaller loses less in situations like this.
I think you have to cbet this flop, which is good for your range. The flop is dry and static, meaning the nuts are not likely to change, so no point in betting big with any hand.
When he says, "I'll peal one off", that is probably a reverse tell and means "I'm never folding". I would not put any more in unless you make a set or straight.
You also have showdown value, and hard to bluff him off a better hand or get value from a worse hand.
