Another factor I didnt mention is the increased federal indictments with multiple defendants. A 20-defendant drug and/or gang case often ends up with 20/20 pleas and so even though its only one case it creates a 20/20 defendant-to-plea ratio.
In Zeidmans case he would lose at least a 2 but likely a 3 offense level reduction under the sentencing guidelines if he went to trial as opposed to entering a plea. That would not be a significant difference in his advisory guidelines range, and nothing like the very real “trial penalty” you see in most state court proceedings.

As to states, won't try to address all 50 but here pleas occur historically 92%-94% (higher than feds), dismissals are less than feds (~5%) and trials about the same as feds at 2%-3%.
The federal procescution trial conviction rate in 2023 was "only" 86% though this was acquital (loss) rate of only 0.4% of total cases. And that was up from 2022.
Actually my state has fewer dismissals and higher conviction rates at trial than feds. Locals DAs are not even close to stuck prosecuting cases. Locally the guilty pleas are higher than feds. Dismissal rates are lower.
Here if you are arrested you have a better chance of "getting off" on average if it is a federal case
