The US has definitely caused a lot more deaths than NK but it's not because North Korea softens up once they reach a certain level of murder but because they have limited means.
They literally took Nut Nut’s economic advice to heart, state ownership, forced labor for nothing and unsurprisingly ran out of everything, killing millions due to the fools not understanding how production works.
