The only way to stop fouling is to do a “reach X points” in the 4th quarter = victory.
For example if score is 98-95 with 5 minutes remaining then team that scores 120 (or more with a FG) first wins the game.
This would lead to a totally different type of finish. There would be no more buzzer beaters. Or holding for the last shot etc. Would be interesting though. It would truly never be over until it's over, a team could come back from any lead at any time.
If the score was set the same always, defense based teams would play longer games. Or to reduce that effect you could do something like whatever the leading team has after 3 quarters, the winning score is 30 on top of that.

Was just randomly looking at Denver's stats and they're shooting 51.6/40.0/82.0 as a team. I'm assuming that 50/40/80 as a team has never been done. I'd be surprised if any team has ever shot 40% on 3's and I expect they'll drop off.
I've seen plenty of end games this season and I can recall this being a real issue only twice, I think the other time was a Cavs-Celtics game so let's maybe hold the thoughts of changing rules of the game to fix an absurd minority of end games
