Fish in a 1/3 game don't understand solver theory about cbetting small multiway. Typical OMCs or loose/passives will bet big for protection and value after 3-betting with an overpair or TPTK. He probably thought you would bet bigger with AK to protect against the flush.
He probably thought KK was good. Yeah, seems like a weird merge value bet / bluff.
