Yes, if you just want a preflop review with no 1 on 1 session then it is only $30. Otherwise a full on 1 on 1 review with a bit of review for postflop stats (though limited if only 35k hands) would be $100.

I'm not sure what you are precisely referring to, but there is a lot of variance in poker. For a std deviation of 100bb/100 and a sample size of 100,000 hands, then for a 95% confidence interval you're "real win rate" is going to be +/- 6.32 bb/100 of that value.
