Laws allow the government a lot of power, even under the most liberal constitutions and legal frameworks.

This is why functional democracy and the liberal state hinges on norms as much as it hinges on laws. There needs to be an assumption that citizens will for the most part keep the peace and pay their taxes, and that the government will for the most part not use its power oppressively. When this works sufficiently well, it allows liberal states to function without an excessive amount of enforcers, with a steady economy, and it allows citizens personal freedom.

When it stops working, the number of enforcers grow, the enforcement grows more oppressive and you can also get civil unrest. When that escalates, the outcome is anybody's guess.

Unfortunately, the trust this entire system hinges on is an invisible commodity. When it works, it is easy to forget about it - both for citizens and politicians. Therefore it is not appreciated how much it is worth neither financially nor culturally.

There are plenty of low trust societies and states in this world. Some are hellholes, some are superficially functional enough to be nice to visit. Though even the latter are not nice places to live for those not protected by money, power or connections.

I don't think it necessarily works with politicians who harp on about this theme. That is more a recipe for countries that have already collapsed. In a functional democracy, these things has to be a given, so citizens are free to care about their own lives. So what you do need is people with a modicum of integrity in leadership and as civil servants. Stable countries are sturdy enough to withstand that people are not perfect, but there are limits to the amount of corruption and authoritarianism you can allow.
