There have been scams directed at the government since the beginning of time. For example, we saw a million of them during COVID related to TARP and they certainly weren't the exclusive province of any one ethnic group.
The Trump administration is focusing on Somali-born people living in Minnesota mainly because a right-wing influencer captured the attention of his base with a video that went viral. The legitimacy of the allegations or the actual scope of the fraud is irrelevant. This is purely reactive.
I give Charlie Brooker credit for anticipating this sort of phenomenon fifteen years ago in the very first episode of Black Mirror. (I'm referring to the episode in which there is a ransom demand that the British PM **** a pig on live TV in order to obtain the release of a kidnapped royal. He ultimately goes through with it because social media indicates that public opinion is trending in favor of him doing whatever is necessary to obtain the release of the kidnapping victim.)

I think the obsession with Somalis is racist and I think if you weren't racist you never would have paid attention to the story and it probably never would have gotten into your feed.
If the fraud were entirely done by white people, you'd have thought nothing of it and made no association between white people and fraud generally. A story about black people, immigrants no less, doing fraud really caught your attention and....confirmed your biases, giving you some jolt of justification and feeling correct about something.
