Hands like this always come down to how often your pool is overvaluing hands. Your sample is a bit too small to conclude too much.
So all things considered, probably lean call w/ their stack size. They could just be there to spew and can definitely overvalue worse aces. If they were full stacked, probably lean more fold.
I would just let it go vs an unknown/passive fish - i dont think even a fish value bets worse here, i dont see many natural bluffs here (65?), and there is no use bluffcatching vs someone who doesnt have many/any bluffs, especially for that sizing.

This. We don't want to discourage a fish from calling ATC when we have a strong hand and position on him. Vs. a fish I'd rather size up postflop. On this flop, what hands does a fish call for 33% that won't call 50%?
A fish shoving OTT is weaker than a fish min clicking, but I think he just has AK/AQ quite a lot. I could be projecting but it's possible your weak looking bet OTT induced him to shove a worse Ax.
