you absolutely can do all of those things freely, it is not illegal for any lay person who is not a licensed professional to give advice on anything
including what is specifically mentioned there: medicine, law, dentistry, nursing, psychology, social work, engineering
if you want to make a business out of it then that's another matter, you can't just open a medical practice and see patients without a license, you can't take a fee to be a financial advisor without a license, etc etc

Rick, assuming we are not talking about AI models that people pay for, and setting aside that you ignored my "to the extent that" opening caveat, I think you are confusing an "occupational permit" - to maintain an office space - with a "professional license" - to practice a profession.
Googling a code section or the definition of a disease is not the same thing as receiving advise on how to handle one of those things, nor do Google results (lists of links to sources not created by Google) involve summarization or analyses of the contents of those sources.
In fact, I recommend you google the New York code (though Sri Lanka's code may also be interesting) before you so assuredly claim to know so much about it. What you find might surprise you!
