I don't think it matters a whole lot on the flop. Both are viable options. I would guess you are the fav against a set here.
I'd call turn, because I highly doubt you have any fold equity and there's no reason to give him your stack if the board pairs.

I am calling turn but there are plenty of ugly river cards. And just because he’s bad doesn’t mean he can’t have A3dd. But he also could have a dry QQ or even QJT98.
And yes hero is small favorite over AQQ3? with no flush draw.
