Most people in this thread think the IRGC are the good guys. So if the IRGC constantly attacks and destroys civilian infrastructure, then the "gotcha" that we can't do that because it would make us monsters like them doesn't really come across as good faith.
If we can all agree that the IRGC are monsters, then we can debate whether responding in kind to their main strategy is appropriate or not.
tbf targeting power infrastructure is the norm in war. throughout history Im pretty pro Ukraine but I was even arguing some guy crying about russia doing it in that thread. There's been some weak international law against it (post ww2?) but no one follows that.

We don't all have to agree: It's never okay for non-monsters to target civilians unless they're under existential threat, which modern nuclear super-powers aren't unless they're at war with one another.
When a country is facing complete conquest, then the door to natural law opens and if terrorism is a country's only way to survive, then it's basically the law of the jungle.... for them. Doesn't mean it's right or even their right to do so but it's an option we should expect. Same holds with the IRGC or Hamas.
