River spot with TPWK vs LAG and whale

1/3 300 spread limit in Washington state

We were deep don't remember exact effective stacks unfortunately but we are all at least $700 deep

V1 (sb) UTG Young Asian LAG just moved here from Texas. First time playing with him I've played about 2 hours with him so far. He seems to be competent hes never limping but definitely plays on the laggier side he's 3bet multiple times already and like 30-40% of hands

V2 (UTG) Middle aged Indian guy: big loose whale. vPIP like 70% and PFR like 10% Very sticky postflop will call with any pair and likes to play draws aggressively.

They are the main action players at the table the rest of the table is tight passive fish we are 8 handed

V1 just lost the last hand and says tilted announced as he opens 15 UTG. I say that's strong when you say that and call quickly. I can understand arguments for fold pre but this is close to a call and everyone behind me is 3betting like QQ+ AK at the widest and I want to play pots in position against this guy and V2. I call

Is V1 or V2 UTG?

You could do with some punctuation as well. This is pretty hard to read.

When he announced that he was tilted before raising UTG, had he looked at his cards? If so then your suspicion that this is a strong hand sounds spot on, if your hand is Qx then that would seem to be a pretty straightforward fold preflop (if you have QTs and you are on the button then that's different). Then when the player who wants the world to know that he's tilted bets into two opponents including a passive fish for three streets...
