It's ridiculous that this woman ever got turned into a meme. She is not acting angry or unhinged in the video from which that still was taken. If you go frame by frame in a video, it is triviallly easy to find a frame in which a person acting normally seems deranged, drugged, furious, etc.

That’s if you think they are lying and being ad hoc. Throwing away a vote is not fascist if the underlying process is unconstitutional. Within every state constitution, the methods for amending it are subject to the interpretation of the court system. I don’t think they were lying when they said that they thought the vote was unconstitutional.
It’s also important to note that the issue was brought before the election took place, but the state argued that they could not make a decision on constitutionality until after the vote had already taken place. So you say they wanted to throw out the will of the people, but this is precisely what the state argued was the proper time to adjudicate constitutionality of the law.
I also am swayed by the argument that by not following the constitutional amendment process, they disenfranchised millions of VA voters, who might have voted differently had they known that their vote would also serve as a check on gerrymandering.
