I live in beautiful San Clemente. Almost nobody I know even wants to visit Los Angeles, let alone live there.
Every time I read something like this about a place with a huge population and sky-high house prices I always think of this classic joke:

Is there any reason to worry that a reality TV star with no experience in government, and no experience managing a bureaucracy, will be ineffective in addressing homelessness in Los Angeles?

1. Pratt has no chance of winning.
2. Probably not much of anything would change under Pratt, given that neither the Board of Supervisors nor the City Council would be particularly sympathetic toward what he want to do anyway.
3. Pratt wants attention, and just being a 'serious' candidate is a big W for him.
Yet strangely, the population of Los Angeles is 25x the population of San Clemente. It's almost as if the people you are surveying in San Clemente are a self-selected group who have chosen to live in a medium-sized town rather than a large city.
I haven't surveyed anybody in San Clemente. I only moved here about nine months ago and have no friends here.
Most of my friends live in north Orange County, not in fancy neighborhoods like San Clemente.
Of course my sample-size is very small and of not statistically meaningful.

Pratt has proposed actually getting help for these poor folks addressing the cause of their problems (often drug addiction), not just ignoring or warehousing them.

My comment had nothing to do with Pratt's proposed policies.
Did you note well the important distinction between my agreeing with Hole's "L.A. is a cesspool" comment, and my disagreeing with him for referring to homeless folks as "garbage people?"
The former is a consequence of not dealing intelligently with homeless folks, while the latter is dehumanizing homeless folks themselves.

Did you just move? You told me not very long ago you lived in Tustin.
Also, in fairness unless you are going somewhere very niche like a Laker game or a museum or something, Southern California suburbs are more or less just as developed as the city itself. So if you live as far away as San Clemente there wouldn't be much of a reason for most people to ever go to Los Angeles city, as you would have to pass 10 different cities that are all 100,000+ people that have most of the amenities Los Angeles itself does to get there.
I very rarely end up in Los Angeles City. But I am not really avoiding it. There is just no compelling reason to go there.

When you vote in person no one checks ID or verifies you actually live in the city. And if you mail in no one checks anything. The way it works If you are able to get your hand on a ballot you can pretty much vote.
I guess it is possible everything is on the up and up. But the system is pretty much designed to incentive shenanigans. So there should be little reason to assume there isn't any.
Also, even if he makes the November election (mail in ballots will be trickling in for weeks, again if you wanted to devise a system to be cheated, this is pretty much the system you would choose) Pratt isn't doing anywhere near the numbers Caruso was (the guy who lost to Bass last election). So no reason to expect he would be particularly competitive in November.
I am sure we will also hear all of these conspiracy theories for all the fraudulent census because of the huge incentives democrats have to lie about how many people live in your household and how many rooms you have.

Republicans should do a deep dive on why educated, productive cities are so heavily democratic. I’m sure you blame democrats for losing welfare rurals and not the rurals themselves.
